Actually… the car cannot “legitimately” pass a safety without an engine in it.
One reason would be tie rods… without the engine running (more so the PS Pump) the rack goes without pressure resulting in the tie-rods having massive amounts of play which technically, is grounds to fail the car.
A member on his forum even ran into this problem because he had a Hicas car and he was not running any PS. So the Racks had to much play in them so they would not safety the car.
I’m sure if you “know” someone thou, they may over look that fact. But I know that is one reason you need an Engine in a car to pass a Safety.
