The bill allows the state to charge dispensers a fee, and the entities could be anything from a pharmacy to a hospital clinic to a registered marijuana producer.
You just need to register as a marijuana producer.
The bill would make marijuana legal for those sanctioned by a physician with a “serious condition,” defined as a “severe debilitating or life-threatening condition or a condition associated with or a complication of such a condition or its treatment, including but not limited to inability to tolerate food, nausea, vomiting, dysphoria or pain.”
Whether or not you are at a higher risk of lung cancer, the tar build up from pot smoke is something like 10x thicker than that of cigarettes.
Have you seen the build-up on your pipes/bongs/roaches? That is what is in your lungs. So that IS a physical effect.
that’s usually cancelled out by the fact that the average recreational user probably smokes the equivalent of 1 cigarette per week. The average cig smoker puts down over 100.

That is very true, however, the argument was that pot has no negative physical effects. However, it has been proven that the tar build up is pretty bad. So that is a negative physical effect.

Bump…So right now this is favored to pass next month. The federal AG, Holder, just said he’d still try to enforce the federal laws even if it does. Should be interesting. A family member of mine out there has a turnkey operation set up, just waiting for it to pass.
If it does, there are rumors that the Dems are going to use marijuana legalization initiatives in 2012 in swing states to get young voters out to the polls, much like the Republicans did with gay marriage initiatives in '04 to bring out jesus freaks. I like it.

Apparently it was a really poorly worded prop and it opened up all kinds of holes, and there were a lot of ads exposing this in the final days. Unsurprisingly, the main culprits were medical dispensaries who make more off it being illegal, and the religious right. And I’m with the libertarians on this one.
