Who gives a fuck about emails, it’s a joke. The point is to be funny, if it was in seriousness it would be presented completely differently. As if the average black person themselves would not laugh at the joke. As long as he’s going to actually focus on his job and not be one of the corrupt pieces of shit inhabiting our government, who cares what he does in his free time.

Pretty sure city hall just wanted to change up their day of sitting around inside and doing nothing.
That or we’re going to find out that part of their union contract states that if any other department gets to spend time outside for a bomb threat that they should get that time off as well.
