Yes the bumper and new headlights will be on. It needs gear lube in the diff and AFT in the tranny. You can use the wheels that are on it to flatbed the car but not drive it. They are off a 3000GT and a poor fit.

Considering a “good” condition 00 GT blue books at 8600 this seems like a steal. A set of rims and tires would be easy enough to find and you’ve got yourself a nicely modded mustang.

I can give them to you for a good price but they wont fit the car.
They are 12.5" wide with a offset of like 5mm or something. Its low.
