No, it’s truly not a race issue. I mean it.
“Culture” wasn’t a blanket racial jab. I see it day in and day out with my students, white, black, hispanic…it doesn’t matter.
It’s the culture that is the problem. These kids/adults have created an urban culture that is “tough” and lives by the idea that when push comes to shove, it’s better to push and shove back.
To say that it’s a race issue it’s almost offensive to me. I have many black kids (yes, I said black…they aren’t from Africa) as well as white kids, and hispanic kids that you can tell grew up in a different CULTURE, whether that’s family upbringing or geographic location. On the other hand, I have black, white and hispanic kids that grew up in a different CULTURE, that of the urban mindset. Those kids are the trouble ones, and ones that I wouldn’t be surprised to see on these videos.
Now, that being said, 97% of the kids I come across are good…hell, great kids. The 3% that aren’t, mainly fall into that category due to poor upbringing and a cultural mentality of that which you see in the video.
So to say that it’s a race issue, I think is completely ignorant.
1 of those people from the “bad culture” might be good on their own, but you put them together with others and all hell breaks loose.

They use it in schools and hospitals, I don’t see why a mall would be any different. OC comes in stream, fogger, foam, etc… An indoor application would likely be stream or foam to avoid collateral.

In the malls defense…there is a Poutine/Fry place opening…But yeah. I’m not sure when I was last in the mall, I even will go to the Elmwood regal over the Galleria.
