japan? were you in tourist central tokyo? japan has fewer than 5% of the population speak english, they actively try not to change their culture by adding english signs. its kanji, hiragana, and katakana, some teenager who can translate for you, or hundreds of americans in the navy… i lived in kyoto at least there there is really no english
