You could buy 10lbs of gunpowder tomorrow if you wanted, same for that.
It is completely inert when shipped, you get two powders mix them in a certain ratio and then shoot it.
Even when mixed they will not react unless you shoot it with a caliber that has enough energy to transfer.
Only one person has gotten in trouble with it, and he shot a 55 gallon drum 3ish miles from a Nuclear reactor. Supposedly it set off seismic warnings at the plant, and that was why he got in trouble.

For anyone with any kind of know how making explosives is pretty easy. There is no way you could out law all of it. Oh, and the three gallons of gas made this a much better explosion.
The tannerite has to have a pretty decent burn rate to even be that energetic.
