He is not necc. wrong but here’s where the problem lies. With higher compression with 12psi (not really high boost), you would have a very very small window for error, i.e knock. It isn’t that you can’t boost with high compression. It is just that it takes more work and money to make it work and it is not as safe when you are comparing to boosting low compression.
Sure you would have more torque with higher compression but with all of the tuning you would have to do to make it work it cancel’s itself out. My .02
