If you are going to get anywhere, you need to go over the Bursar/Registrar people’s heads. Your advisor won’t be able to help. There must be someone between them and the President of the school you can talk to, thats where I’d go.
My wife goes to SCCC, and they require a certificate of residency to be placed in her file every year. We got one in August for her that will last through this semester. You have to pay to play… thats why they send you 4 notices, and why they rape you without lube if you don’t submit the forms.
