For the record I realize it isn’t the Federal Government but the state governments doing the inspections, and even smaller in some cases counties (as in many southern states) that control auto inspections. By saying “Uncle Sam” I was referring to any governing body that controls your life.

Just for a quick fyi- The feds (EPA) are big time involved in inspections (emmisions end). They mandate (clean air act 1990) that the state do them so that they get/qualify for federal highway funding. The system we have was the least system to meet the mandate and get the funding. If the state really gave a crap about emissions/air qualitity we’d be doing an IM240 tail pipe sniff test so that the emissions would actually be tested (not just to see if the control systems were “working”). Alot of southern dont do emissions due to them not having the weather conditions we have, therefore not needing to replace road surfaces as often as us.

will actual requirements for vehicles change with this new program? i looked on the nysdmv website and didnt see much other than march 30th 2012 and the reason for the change is the previous program contract is expiring?

NYVIP2 will require that inspection stations purchase a new computerized vehicle inspection system (CVIS). The initial purchase price for a basic NYVIP2 CVIS unit will not exceed $1,700.

Great considering they just required shops to purchase the system to do the current OBD2 stuff.

While the EPA is somewhat involved, I live in Texas now so here its by county. (Not communist NY lol) In large populous counties they have ODBII inspections and rollers for all ODBI cars. If you want to avoid this most guys just register a car to a PO box in an outside county and forward that PO box to their house. Then they don’t need an inspection haha. Or you just buy one because the DMV and police are currently not linked together, but that is likely to change with plate scanners and towns looking for easy money. If I ever move back to the north I’m keeping a house in Texas as a primary residence so I don’t have to pay and play with all that BS.

I’m also interested in the new ODBII rules. Everyone should just buy classic cars so they don’t apply to the new rules. I’m going to start buying old car titles so people can use them as modded 30’s cars lol.

from what i was told. its to avoid cheating the system. its going to be a live connection between the car and computer doing the inspection… so basically you cant take 1999 honda civic with a check engine light and plug it into another 1999 honda civic without a check engine light. also it will also decline it if you dont do the inspection part where it says turn vehicle off. turn to the on position… does the engine light turn on? start vehicle does it stay off? you will actually have to do that… pain in the ass i know…

So it already checks against VIN and BS which is how dealerships got busted for using similar cars for inspections.

Any car you have complete ECM control over you can fake an inspection with anyways.

It’s super easy to turn off codes/get all readiness monitors to set properly on a GM car.

I’ll give you an exapmle from wise old Richard. A few years ago, I had a Mazda Protege5 that needed an inspection. I just threw on 4 new tires, 4 new rotors and pads. So I pull into the Sunoco station at the intersection of Pierce Ave and Main St in Hamburg. I walk in and the owner asks if he can help me. I tell him I need an inspection and thats the car. He asks where is my reg and old inspection sticker. I tell him I’m a dealer and the car is sold, but before I can release it, I need to have it inspected. He looks at the car, can see it needs NOTHING, won’t be able to up sell me, and tells me “Oh, I don’t think I can inspect a car that isn’t registered?” “Are you fucking retarded or just lazy?” “You fucking inspect it like any other car asshole.” He tells me to leave and I better “have who ever does my inspections do it as he doesn’t want to do anything illegal.” Later fggt. Did I go back there? NO!!! Did I whine like a cunt to the state about him refusing to inspect my car? NO. I fucking put on my big boy pants and got it done at a different shop. Did I go back there, have the same exact problem, and then create a thread about it looking for sympathy? NO

In all honesty, I doubt I’d have something anyone on this board would ever be looking for. Most of what I move is a bit lower then the 10-12 range.
