I like the theory and hope it’s true, but I don’t know. That would require someone to look ahead long term. The CEOs don’t seem to do it - it’s all about next quarter’s numbers and getting what they can before the shit hits the fan or they move on to a different position. I doubt the union leaders will be any different and change. Everyone wants immediate rewards.
