I have the workshop manual and a helms. Workshop saids 16 ft/lbs, helms says 20 ft/lbs. You must have a special edition.
you are refering to the variable turbine geomontry. this is a system used orig for diesels. the fins in it accually open and close when their are closed the turbo acts like a small turbo when they are open the turbo acts like a bigger turbo making more power. this was made to reduce turbo lag when you first start out the fins are closed when you accelerate the fins open making the turbo make more power
