They did that to my street last year, I left a couple nice gouges in the pavement from my hitch receiver after the top layer was scraped off. after that I had to back out at an angle. It took a week to finish, they sent the letter AFTER 
And the street didn’t even need it, there are a lot worse streets in South Buffalo that needed it before mine.
