Looking for a heavy duty cleanser and paint on sound deadening

So before I acquired it, my vehicle was sitting, no interior, with standing water in it for quite some time. the interior smells like what you would imagine the titanic would smell like. I also had an incident where I left a 1/4 full, 5 quart jug of unused motor oil in the car all winter, at some point it overturned and leaked. so. a cleanser for old mildew standing water smells and petroleum spills. im looking for something that will clean up both and leave me with a better smelling foundation for me to lay my new-to-me interior on

also. it is a Honda, so I would like some sound deadening… these cars didn’t come with any. preferable something I can paint on over the metal, after it has had a good cleaning. a rust prevention aspect would also be nice

There is a spray on sound deadener called Lizard skin that I was reading about recently as I too am looking to do some thermal/sound management in the cabriolet project.

EDIT: Likely any all purpose cleaner (meguiars etc) or some simple green, or paint thinner (on the oil) would get things cleaned up.
