Well if he isnt overclocking it stock is ok. But the guy wants to be outputting video so it sounds like the system will be doing some work. Aftermarket cooler in necessary.
the last few builds I have done, I had REALLY bad experiences with the factory fans. Once I put some decent ones on, cooling issues disappeared. For the $20 it costs to get a half-way decent fan/heatsink, it should be on everyone’s build list.

Cooler cost a little more but its worth it
Just for reference, I have one of these cards http://www.newegg.com/Product/Product.aspx?Item=N82E16814150334 and the Antec 900 case and that sucker barely fits. I had to move hard drives to fit it in.
