i was heading home from delaware and hertle i get on the 198 and take it to the 33 and going around the turn there was a white civic looked like a 92 hatch with black 5 spoke rims and tinted windows i dont know what he did but scraped the barrier going around the turn, hit it pretty good. and he drove off real fast like it didnt even happen.

Wondering if it was someone on here.
