technically, putting a motor in a car that isn’t an OEM option for that vehicle is illegal on an EPA level. the state on the other hand doesn’t really care.

Engines typically don’t have Vins on them, just a casting number. The vehicle VIN and the ECU VIN may be what he means, but that usually stays the same in a lot of motor swaps and the tune is just reflashed. Most of that while concept of a law just doesn’t make sense. Someone just saw how gullible you were and laughed all the way home that you believe them.

You guys in NY would love the “Inspection” here in Texas.
Basically you take it to a one bay garage, the dude spends two minutes looking at the car, and double checks that you have insurance.
He then drives your car around the block, and plugs it into the OBD2 machine, then slaps a sticker.
There are tons of places here that are called 10 minute inspections.
I’ve never had an inspection that wasn’t like that, except for the checking for insurance part. That doesn’t happen, or at least usually happen in NY. Real states don’t even do OBDII plug ins.

They’re still doing emissions, and dyno sniff when I left.
Its different depending on county some places do sniffers/dyno some just do OBDII…They also do road side sniffer tests.
I was in TX for almost 5 years. Harris County where I lived north of Houston was full annual dyno. Had my VW registered out of a friend’s place where I used to live north of Austin.
