Yes, as the lower is the serialized part you can just register a lower receiver, it does not have to be a complete weapon.

No, but if it is not registered prior to 4/15/14 you cant build it up as such.

Yes, you will be able to register a receiver in multiple calibers, you will not have to own an upper in that caliber at the time of registration.

You can transfer a registered C&R magazine but cannot load it past 7 rounds or 10 at a range
6)If my m1 carbine is not an assault weapon because it lacks the features but is a C&R due to its age or being included on the C&R list, can I still use my registered LCAFDs in it or do I have to register the gun to use the LCAFDs in it?
The gun and the magazine must both be registered.
7)If am a federally licensed type 03 FFL (C&R holder) do I still need to register my C&R items with the state?
Even if you have a C&R license, the guns and magazines still need to be registered with the state as they are personally owned.

You will not have to register non C&R 10 round magazines however they cant be transferred to another person in NYS

Well if you’re willing to risk getting caught with an illegal gun via 2+ evil features, why bother registering it at all? It’s not legal just because it’s registered. You can’t put a pistol grip and a bayonet and a 30 round clip and a hooker’s vagina on it just because the lower is registered.

This states if the gun was compliant with the '94 ban, but after I register it, I can install ALL features and be legal.

Evil features were NEVER BANNED.
They’re used as identifiers to determine if a weapon IS or IS NOT an ASSAULT WEAPON per the law.
Previous to this current law a gun could have 2 features before it was considered an assault weapon and with the old law assault weapons were only legal if they were made/owned before 1994.
The reason everyone pinned stocks, had muzzle breaks, and everything else was ARs come with pistol grip + detach mag so you burned all your allowable features(2).
Now
The new law makes 1 evil feature and detachable mag an assault weapon so now everyone that had 1994-2013 complaint guns now owns a assault weapon per NYs new law.
So they made assault weapons legal if you register them.
The only thing you have to maintain now is the legal length requirements to stop it from becoming a SBR(barrel length of less than 16 inches or overall length of less than 26 inches) federal guidelines.
People were debating over the law because it said “legally possessed as of January whatever 2013” but a number of people called the SAFE hotline and now that every AR is an assault weapon features over 1 are irrelevant it doesn’t become an assault assault assault weapon.
How ever you want to word it. It was illegal to own 2 or more features after 94, 1 feature after 13, but if you register it you can have any amount of features. You act like NY wouldn’t say “you can own a assault rifle, but it can still only have X features.”
Because features were never relevant.
The idea was not to own assault weapons.
They rewrote the entire law anyways muzzle breaks that were previously legal now count as an evil features and there wasn’t any grandfathering so all of those 2 feature ARs actually have 3 now.

The other thing with this is should you not understand the law and “forget” to register the firearm if you get caught they give you 30 days to register.
