Under $500 if you do budget.

You can buy a bottom of the line computer, slap some RAM and a video card in it and call it a day

You might want to consider a slightly better graphics card than a 7900GT, maybe get a new GTX260, they are like $100 more than the 7900GT, and they are NASTY!

Thanks for the info guys. Thanks Singh for the specs via PM. I’m doing the research part and the price doesnt seem that unreasonable.
Anyone know where I can get a tits monitor for cheap? I have an extra TV here w/ an S-video input, I’d assume that’d work for temporary? Trying to keep this super cheap.
I know zilch about computers so I’ll take your word on the graphics card. I’d rather stick to what the manufacturer says “Runs best with.”
Lew and Rocketpunch- Primarily Rfactor, maybe iRacing once it becomes more popular. I know some racers that do an Rfactor league during the winter, new track every time. I’d also like to “teach” myself next year’s new tracks before I go. Anyone want in?

I have heard rfactor is awesome. I have gtr2 that I used to play, but been awhile and I need to get a wheel.
