Paint bubbles

there were not there about 5 days ago when i last got gas
and I have a 2002 malibu with 72xxx miles on it

OK, so inside the bottom of the gas cap (when open) there are paint bubbles and on the panel right below the gas cap there are paint bubbles

I do not have much ( next to nothing) to spend to fix this so
what can I do to stop this from spreading ??? and how might this have happened ???

and no that is not a scratch in the paint near the wheel

Check the factory corrosion warranty on it. Was it wrecked there before?
