those are ebay valve covers. i have the same ones in a “tall” version on my truck. very nice quality and have no issues clearing the stud / rocker arm girdles.
as for the no pcv, he dosent have to have one, but it would be a good idea considering those breathers dont look like they breath much.
im running an evac kit on my truck now which seems to work really well.
If he’s adding a breather, it would be a great idea to put a PVC on there.
I like the evac setup mainly because you release all that crankcase pressure that would cause gaskets to blow out and you gain some HP. I may have to run a fabricated valve cover to clear my shaft mounted crowers with .450 offset. I’ll check those out on ebay!

The rocker covers were from eBay, they’re nice quality and I got the for like 80 shipped about four years ago which is like 1/3 of what some big name companies charge. Why would I need anything other than the breathers? I have a catch can but was told it’s not neccesary.
Breathers with no PCV/Evac system can sometimes get messy,my one car had just breathers and I always would be wiping down the wires/valve cover from the oil spray.I had a evac system on this one car that went from the breather to the header colllector and it was great.
