I recently sold some textbooks on half.com and shipped them out using paypal and printing out the label. Well now i recieved an email from the customer saying that they are being required to pay 12.99 for the post office to pick them up.
Is this someone trying to scam me or do i really need to pay this in order for them to pick it up. Shouldn’t paypal automatically have charged my account when i printed the label?

Sounds like a scam. If you printed the label then you paid for postage and he should have no issue getting them. The only time it costs a person is if postage is due.
the only thing i can think of is that they charged me dimension instead of weight. I weighed both packages and entered the weight on the label.
also i just checked tracking on both and one was delivered and the other is still at the post office.
Just call the post office, give them the tracking number and ask if there is a balance due.
