Hey man I think you actually emailed me awhile back when I had my civic for sell on craigslist.
The key is to get it inspected with the OBD2 ecu on initially.
Once you have this inspection keep it under 5000 miles a year and they will not do emissions on the the car so it doesn’t matter if your OBD1 at that point.
Emissions exempt <5000 miles/ year
have a DD if you plan on turbo… problems always arise
If you get a proper tune and and beat the car to hell it can make a great daily driver. Hell my DD has been turbo’d for 2 years now on a shitty basemap. Only problem has been oil leaking from the used turbo(happened the day I installed it) Ran it for two years and it never siezed up. Also had a HG leak because I miss-shifted. Had 1st-Try replace the oem with ARP studs and haven’t had any issues for a year now.
