So, i just took the civic out of my garage to show someone the car and noticed the rear brakes both side were locking up before the front one would even engage.
they are not locked all the time. just when you are applying the breaks. like if you slightly step on the breaks the rear brakes will engage and lock it before the front brake would even engage.
the car is a 1998 Honda Civic Hatch DX, 5 speed.

simple. just loosen your adjusters in the rear. take rear drums off and you’ll see a screw type thing and use a screwdriver to push on the “tines” of the adjuster to make it easy. I can’t recall if there is a service hole on the back to do it without removing the drums, but it may have one.
there is a service hole from the rear, but if you are not experienced with rear adjustments, you might be better off pulling the drum off so you can see how the actual system works as your doing it.
