Exemptions
This new law provides the same exemptions as the preceding resolutions, with one exception. Thus, vehicles with a steering wheel can move right in Quebec are as follows:

New provisions
The owners of vehicles purchased before April 29, 2009 which could not proceed with their registration because of ministerial orders 2009-05 and 2009-15 have until March 31, 2011 to do so. Each owner is responsible for providing proof that the vehicle was purchased before April 29, 2009. This provision also applies to light vehicles (known as “Kei”).
Procedure:
Original documents showing the purchase date is before April 29, 2009 shall be deposited with a mechanical inspection agent or service center for the Company, which will follow the head office for verification and authentication.
Once authenticated, the documents will be returned to the agent or service center, accompanied by the decision of the Company. The agent or service center will provide the results to the owner. If the decision is favorable, the owner can continue the normal procedures applicable to any imported vehicle, including mechanical inspection.
Restriction zones of 70 km / h for light vehicles (“Kei”) with a right hand drive
Light vehicles equipped with a steering wheel to the right for which a limitation to 70 km / h was imposed in December 2009 will again, at the request of the owner, access to the entire network. The restricted movement plate (prefix C) may be replaced by a commercial license plate or walk. Moreover, if the vehicle was purchased before April 29, 2009, network access will be permitted upon presentation of vouchers. The procedure is the same as described above.
REMINDERS
- Light vehicles imported from Japan (“Kei”) were subjected to any impact test before 1 October 1998. As such, they offer the same level of safety as passenger vehicles. The SAAQ recommends caution when traveling on board a light vehicle and avoid, where possible, including public roads with posted speed over 70 km / h.
- The vehicles covered by the ban on driving on the highway are imported vehicles, over 15 years, and who, because of their age, are not subject to Transport Canada standards on the Motor Vehicle Safety . As these vehicles are equipped with a steering wheel to the right, they are not designed to travel on roads in Quebec. Indeed, the driver’s visibility is not optimal, which may interfere with driving maneuvers and the establishment of visual contact between the driver and other road users.
