Boot into safemode by tapping f8 on boot.
Login as administrator. (He’s probably not too bright and left the default account there most people usually do as it’s not directly listed.)
Set his account to restricted, unlock yours set a PW on yours so he can’t get in.
Also enable the content advisor on IE before setting his acct to restricted, again put a PW on. And also set it to block all websites.

If it gets worse, you can restrict every app from opening on his account also. 
cant you apply for HEAP, im sure they can help you out with the back utility bills?

that statement right there says you dont have any say what so ever in what goes on in this apartment. your roommate can kick you to the curb whenever. your only option is to deal with the situation the way it is or get the fuck out. and id recommend the latter. dont call his daddy, dont get in petty arguements over who owes who. just get your finances in order and get the fuck out before your in a worse situation.
