its just cheaper for a catless pipe. the catless ones can be had for $200-300, while catted ones are around $300-600 depending on brand of course.
Catted means less bullshit and no tuning or fooling o2 sensors .
Well either way you need a tune for a different downpipe. Most tunes just force pass the monitors anyways. Its how my tune works. No problems with inspections

I remember seeing somewhere that somebody had a 2pc cat and put it AROUND their downpipe. Therefore looking like a cat is installed when in reality there wasnt. Im trying to find it now.
