I guess you didn’t watch the vid on the web page. The cops were doing surveilance for weeks, including from rooftops across the street. Many of the cars had stolen engines from stolen cars. There were warrants issued prior to the arrests meaning they had to provide enough probable cause to a judge to issue a warrant. They had a lot of video of them racing also. Sux for those guys though.
