If he buys it and the other guy ships it to him, then they both broke the law and could be caught. Someone else could do the same thing, or they could speed, or talk on a cell phone while driving.
You can’t transfer any handgun person to person, unless both people have a permit. In this state, and some others they need to still go through an 01 while the firearm is added to your license.
No firearm made after 1900 can be shipped to anyone across state lines with out the receiver being an 01, or 03 holder.
If that’s the route they go through then fine. But when I read fedex might be used (although that may have been a joke) then I think there’s a problem with that.

Even though I have my permits in NYS and TX I legally can not drive from Buffalo to Houston carrying a gun. I have to ship them from myself to a dealer and pick it up there. (Or buy a flight approved case and take it with me by plain when possible.)
Unless I just do it illegally and don’t get caught, but that is a $10,000 fine I think. Which is not worth my <$1000 guns or the hassle.
