The best place to get frame rails repaired?

sorry to start this post up again
but I called Bobby from First Choice Auto Collision and he said that they “box” the rail using “high strength steal”
Now what I am wondering is, I thought boxing the rails would just cover the rust; and the rails would still rust underneath the new boxed metal. Is boxing the rails just a band aid solution?

yes boxing would be a temp solution, need to cut out rusty metal and weld new in.
