so with boats and motorcycles or any other toy u register, you only sign over the registration as opposed to signing over a title like with a car. so if u owe money on a boat/motorcycle can u transfer the ownership and can the new owner be able to register/declare ownership without current owner fully paying off the financed amount??
i would think there is some kind of lean in the dmv computer when it was first registered. i dont personally know but i would have to think so because the dealer usually registeres it the first time with decleration page and point of origin and crap like that. kind of like how if you loose a title the lean is still on it without he lease release ownership cannot be transfered. i would have to think that if that some other person goes to register it and when they put in the hull identification number in that the computer will ask for the lean release. just my .02
boats have a title in NY. I’m not sure about the other items.
