Any high powerd rifle will go threw a kevlar jacket. they are meant to stop small arms fire, not high velocity munitions. Shit, a .223 will go threw a “bullet proof” vest. I’m pretty sure when you drag a trooper for almost a mile behind an ATV and refuse to stop you’re going to get shot, Bucky on the loose or Bucky dead makes no difference.

Proven and convicted (via our criminal justice system) of burglary.
Proven (via the fact that he’s not there) to have escaped from jail.
Proven (via finger prints) to have stolen multiple vehicles.
Proven (via ballistics) to have shot a cop in the stomach and left him to die.
And finally, proven (via his own actions) that he’s guilty and will not be taken alive.
