Im not sure, but I think it refers to the decks of the ‘bottom of the head’ / top of the block.
If it’s an open head, there are oil or coolant ports that line up between the head and the block on those ‘decks’. Closed deck mean that the coolant and oil runs exclusively using lines on the outside to get from the block to the head and vice versa.
Again, just my understanding.

osad’s got it, more or less
open deck blocks have a cavity around the cylinders/cylinder liners for coolant
closed decks do not have this cavity
semi-closed decks have the cylinder walls attached to the rest of the head with bridges

and open deck cant handle as much power as closed correct?
That’s a generally accepted rule, but at the same time there are Honda guys running well over 400whp on their motors, which are open deck.
and what are the benefits of going either way?
