There is no justification for brake checking someone. If the officer had stayed on the brakes it could have caused a loss of control situation and could have ended very badly for the officer. Looks like he got what he deserved IMO. Driving in the slow lane is annoying but if he was doing the speed limit he is just being a dick but is in the right, but you don’t retaliate on the road that is just ignorant.
Cop could have just pulled the guy over for following too closely.

No, the cop was from north carolina. The incident happened in south carolina.
