I thought u said tax small businesses, before raising tax on tobacco.
In many cases, they are both the same thing.
Start buying online- Russian/Ukranian Marlboro’s are only ~$20/carton !
Not a smoker, but had friends in college buying cartons and selling packs.
They made a good deal of money selling packs for $5
