the intermitant wiper control box (usually green but i think I have also seen black) is usually located next to the clutch/brake masters in the engine compartment, otherwise I have seen them on the opposite side next to the wiper motor.
You could also use a 12V test light to check that the fuses are good, and there is power at the wiper motor/spray motor.
