Preferably I am looking for a t28 for cheap.
My plan is to have it rebuilt so the condition is not that vital.
Would like an s15 one but a s14 or GTIR one will do if it comes down to it.

Well those are all ball bearing turbos, and frankly for the price of having one rebuilt you may as well just buy brand new. But there are good ones flaoting around out there that dont need a rebuild, just please dont buy a bad one assuming you can just rebuild.
Why not rebuild?
I have sourced out a rebuild and I can have it done for much cheaper than buying a new one. So this is most likely the route I want to go.
also most shops that rebuild regular turbos will tell you its impossible to rebuild a ball bearing turbo, it can be done but its very very expensive like Grippy said.
where and how much? if its decent enough i’ll go rip mine off and get it rebuilt

it is not nearly “impossible” to rebuild a ballbearing turbo charger… its just the fact that u have to replace the whole centre cartridge which can get expensive… in the end u’d proly still save a few hundred bucks by buyinga used one… I ran the s14 t28 bb on my car last year but i changed my setup this year…the thing has barely any shaft play but the oil seals are shot…let me know if ur interested… its currently being used as a paperweight so im flexible
There are about a dozens of rebuilt turbo threads on zilvia and nico, all horror stories…
purchase it brand new and get a s14 T28 instead of s15 , almost no difference and you will save 2-300 dollars…
just make sure are ur oil/coolant lines are all properly installed before u fire that thing up !
and now lets flame each other about coolant lines getting blocked or not…
