any shop should be able to man the mounter should push it right off. take it to swerve.
i’d like to think that just about any shop you take it to will tear that off if you’re paying them to mount a new tire.

looking at the picture, why not just use a dremel. should be pretty easy.
Cutting is probably a bad idea because if you go a little too deep you mess up the part of the rim that the bead seals against. Only way I’d try to cut it was if I could wedge something between the wheel and the rubber.
Dremels tend to burn rubber. I’ve removed tires like these with a pair of heavy duty cutting dikes.
It will take you about 10 min to cut through it.
I guess I needed to state the obvious that you use a pry bar or something to hold the tire away will cutting / dremelling.
