ok here is whats going on.I bought my 92 s13 of last year with a valid etest from 2009.Changed the ownership november of 2010.Going to get my car insured after i get my safety done.Will i still have to do a etest?
All depends on what month the etest was done in
Peter, you are going to need to do another emission test for the car since the paper is only valid for 1 year, and since you had a valid emission in 2009 (2 years now), you’ll need to do another one.

You’ll definitely need one, it has to be way more recent than that to transfer over to a new owner.
if you read carefully, the car is already in his name
but i think the OP will still need one since even-year cars get tested in odd years (eg. a 92 is due for a test in 2011)
