Thats a pretty poor sabotage effort… If someone was going through all that trouble they coulda put forth a little more effort…or been a little more creative and maybe used rusty hedge clippers or something

plus who cuts a hose honestly? I would never do that to some one because I would take the problem to them but if I would I wouldn’t cut a hose I’d do much worse like works in the gas tank or something
