To insure - depends on insurer: some do some don’t.

To register to own, you need nothing.

To register to put on the road, you need insurance - see above.

so the answer is … no you dont need a license or permit to register or insure

i did it with my last bike and didnt have either of those

You can’t register any vehicle without proof of insurance, so it really comes down to your insurance provider.

Unless its a vehicle that doesnt need insurance like an atv snowmobile light trailer etc…
