He was obviously trying NOT to hurt the original offender and provoke the 20 other people that were there. If he wanted to, he COULD have slammed her to the ground and cuffed her, but then he would have
A. Pissed off alot of people that already appear not to like him/officers, and
B. Leave himself open, both being on the ground(more suseptable to being attacked/kicked/etc), and his sidearm would have been much easier to attain. Not a situation you want as an officer.
He could of also tazed her, but again, could have started a small riot, and being the only PO there… I know I wouldnt want that.
Did it go perfectly, hell no, but they often dont. It could have been ALOT worse though…
