PA Bill to Ban Afermarket Exhaust Systems

I just read this over on SRTforums, has anyone heard of this before?

Pennsylvania Reintroduces Bill to Ban the Use of Aftermarket Exhaust Systems

Legislation (H.B. 1330) that would effectively prohibit the use of exhaust systems other than a “factory-installed muffler” or a “muffler meeting factory specifications” has been reintroduced in the Pennsylvania State House of Representatives by Representative Michael K. Hanna (Phone:
717/772-2283, Fax: 717/787-4137). The bill has been referred to the
House Transportation Committee.

Contact Rep. Hanna and Members of the Pennsylvania House Transportation Committee (List Below) Immediately to Request Their Opposition to H.B. 1330

· H.B. 1330 ignores the fact that aftermarket exhaust systems are designed to make vehicles run more efficiently without increasing emissions.

· H.B. 1330 fails to recognize that aftermarket exhaust systems offer increased performance and utility.

· H.B. 1330 would make it nearly impossible for hobbyists to replace factory exhaust systems with more durable, better performing options.

· H.B. 1330 perpetuates the erroneous assumption that enthusiasts who equip their vehicles with modified exhaust systems are involved in illegal street racing.

Call or Fax the members of the House Transportation Committee in Harrisburg (See List Below) today to oppose this legislation. This bill
unfairly tramples on the rights of vehicle enthusiasts in Pennsylvania.

The last time I checked, the Governor doesn’t write Bills for the PA House.

That said, I didn’t vote for the man just because one day I was driving through Apollo and his campaign bus was sitting there. Any man that’s wasting his time campaigning in Apollo doesn’t deserve my time.

he went in and changed some of the street rod stuff around … you can run a open hood as long as your fan in enclosed and a few other thing’s…

My point was that he can’t do that himself, it takes a bunch of other people too.

I see no problem with having a dB limit on exhaust, as long as there’s an actual standardised testing procedure before they can give you the ticket. I know that my exhaust is too loud, and this summer I’m going to do something about it. However, this should be equal enforcement, Harley riders shouldn’t get a free pass.

some of us dont have a choice though, my engine setup requires the use of 2 1/2 inch pipe. there is no way that I can use or make an exhaust like that without it being a screamer just cuz Hondas are gay like that

This is the usual “oh noes my exhaust is illegal” things. HB1330 reads:

4 © Mufflers and related equipment.–Every motor vehicle
5 shall be equipped with a [muffler] factory-installed muffler, a
6 muffler meeting factory specifications or other effective noise
7 suppressing system
in good working order [and], in constant
8 operation and [no] in compliance with the maximum noise levels
9 permitted under subsection (a).

So basically it says that the car needs some sort of a muffler, and it needs to keep the car under maximum noise levels.

sorry, i was just kiddin around… I MIGHT have said that b/c the Borla on my car MIGHT be incredibly loud… MAYBE ;):wink:

to add to that, i wouldn’t dare say that a Harley needs to be quieter… i like the sound of harleys… and from what i hear, my bike is quite freakin loud too… can’t really tell as much when you’re on it tho!

I’ve heard DSM’s with full 3" exhausts that border on being quiet. It’s all in the muffler / use of a cat.

Well technically I believe in the law right now that a turbo is a muffling device, that’s how the SRT gets away without one from the factory, so a true muffler isn’t required by law.

Id have to agree, the DSM usually has a low drone sound unless your WOT, just about every Honda I heard with any kind of exhaust has this weedwacker on crack noise.

Granted their are exceptions but most are just annoying. There is a cat, resonator, muffler on my car and it still loud as hell. Just no helping it

I have heard of this from my local car club. I was also told that state police will be going around to car shows this summer checking emissions equipment.

I honestly dont see any state troopers getting on thier hands and knee’s to look under my or anyone elses car for cats…

but they will easily see the smog pump is gone :smiley:
