Believe it or not legaly a car can pass safety without an engine and transmission! A car does not require an engine and transmission to pass safety as long as the breaks, tires, stearing, suspension and windshield pass the safety requirements and the horn, signal lights, headlights, break lights, and highbeams all work. And the windshield wipers have to be in good condition and working, the drivers door opens, the drivers window works and the seatbelts work, a car will pass safety. Oh yeah and it needs a good working battery too! You need a battery to power all the electrical items.
You can drive down a hill just with gravity power, no engine, no tranny, but if one of your breaklights are burnt out! You could legaly have your plates taken off your car and be forced to have your car towed off the road!.. Go figure that one out!.lol.
