It only hardens it if you heat it then cool it quickly. If you heat it and let it slowly cool, it will soften the metal (this is talking just your run of the mill steel). Just a couple weeks ago I have to drill out 8 M8 set screws and it was a nightmare at first. Threw some heat at them til they were cherry red, let them cool, and they drilled like butter.
