normally, the PCM controls the injectors by switching them to ground. The injectors have 12 volts to them at all times thru the injector fuse , and the negative side is controlled by the pcm. It appears that the injectors are being grounded(shorted) before the pcm, or the pcm may be internally shorted. Check your wiring first, and if that is ok, see if you can swap in a test pcm.
