Go to another ministry. I went to register another ae86 I bought a few months ago and they told me this. I asked when this started and they told me 1997. I said it was bs as I registered my previious older cars at the same location with no appraisal. I went to another ministry and they did it no questions asked.

My old man just bought a 90 coupe. We were told it had to be appraised, and were told any liscenced used car dealer could make an appraisal. So they can charge whatever they want. Ours cost us a 12 pack
