actually, not so much in the US. in europe, asia, and russia, thats what flashing lights means. usually youll see a stream of cars flashing lights at you. here, it can mean anything. it could be “your tire is deflated”, “hey, i know you!”, “fuel door open and gas cap hangin out”, pretty much anything, even “hey, your lights arent on at 4:40 PM when its light out, but im still gonna flash mine cuz yours should be on even though you can see everything perfectly fine because the sun is still out” <----sorry, that one pisses me off
