Stopping Rust From Spreading??

Hi guys, I have a question to ask. If a spot underneath the fender is starting to rust up and somewhat spreading… you think that it will stop spreading if rust proof was sprayed over it? I’m not talking about the rust proof spray you can buy at canadian tires, i’m talking about the nice and thick one from dealerships?
Yea i know that there may be a chance that the rust will still spread but if the rust proof blocks out any moisture from rust spots, will it still continue to rust?
I was just wondering if this will work that’s all. Any help would be great.

Sand any loose rust away and use POR-15. It will never rust agian.

Spraying over rust never completely stops it… it may slow it down, but the only wat to get rid of it is to cut it out and weld in new stuff
