did you tork the bolt? i know on most you need to put a big socket on the top side and hit it with a hammer to know the tapered bolt in
Sounds like a rack problem. It has happened to me before, I moved it too much when i was replacing the tierod and it sucked air into the system. leave the fluid settle over night. Jack up the front of the car and slowly turn the steering wheel lock to lock 20 times to bleed it. If this doesn’t work, it may need to be vacuum bled or there might be another problem (ie rack is leaking internally, kinked or damaged pressure hose)
I doubt the torque will have much effect on it, if its too loose then it will feel sloppy when you shake the tire and clunk. The only other thing that would cause this that i have seen is if you over tighten the grease fitting it will actually press against the ball joint with some parts manufacturers. Or the tie rod its self is damaged or defective.
